1.         Mr. Leone — That, in the opinion of this House, the Legislative Assembly of Ontario require Premier McGuinty to table, by March 1st, 2012, a specific and detailed plan that outlines the current stage of the development process, the time lines for proceeding to any subsequent stage, the deadlines for project completion, and how the government plans to pay for the construction and operation of all the hospital expansion projects promised before and during the 2011 Ontario General Election

2.         Mr. Walker — That, in the opinion of this House, the Minister of Community Safety and Correctional Services must suspend implementation of the decision to close the Owen Sound, Walkerton and Sarnia jails pending a full public review of the decision, and begin consultations with local stakeholder groups that would be adversely impacted by the closures.

3.         Ms. MacCharles — That, in the opinion of this House, the Ontario Ministry of Infrastructure should explore the feasibility of supporting the Frenchman’s Bay Harbour Entrance Project in Pickering.

4.         Ms. Horwath — That, in the opinion of this House, the Government should immediately move to implement:

1) a moratorium on the current legislated Corporate Tax reductions so that the Corporate Tax rate reductions that are scheduled to take effect on July 1, 2012 and July 1, 2013, would not take place; and

2) three separate, refundable corporate tax credits for: i. on-the-job training; ii. new hires; and iii. investment in plant and machinery.

5.         Ms. Thompson — That, in the opinion of this House, community stakeholder consultations should be mandatory before a provincial institution, for example a jail or a school, be ordered for closure by the government.

6.         Ms. Thompson — That, in the opinion of this House, a moratorium should be placed on all industrial wind energy development until third party health and environmental studies have been completed.

7.         Ms. Wong — That, in the opinion of this House, the Government of Ontario should create a childhood obesity awareness month during the month of May, as part of its strategy to combat childhood obesity in Ontario.

8.         Ms. Thompson — That, in the opinion of this House, a moratorium should be placed on further industrial wind energy development until third party health and environmental studies have been completed.

9.         Mr. Vanthof — That, in the opinion of this House, a committee for the Legislative Assembly, with authority to meet at the call of the Chair, should be established as follows;

That the membership of the committee be comprised of every member of the Legislative Assembly whose electoral district lies north of the French River; and

That the committee be empowered to consider and report to the House its observations, opinions and recommendations on all policies and legislation of the province that directly impact Northern Ontario; and

To which any bills whose principal focus and impact affect Northern Ontario may be referred.

10.       Ms. DiNovo — That, in the opinion of this House, March 10 be declared "Tibet Day" in honour of His Holiness - the Dalai Lama and our Tibetan citizens.

11.       Ms. Jones — That, in the opinion of this House, the Standing Committee on the Legislative Assembly should, as part of the Standing Order study, consider the necessity of amendments to the Standing Orders or Legislative Assembly Act that would extend the protections, immunities, rights and remedies of witnesses and participants in public inquiries to witnesses and participants in committee hearings, including any witness or participant subject to a confidentiality agreement who has information that is in the public interest for the committee to receive.

12.       Mr. Wilson — That, in the opinion of this House, the Minister of Finance must implement, without further delay, regulations to allow for the transfer of pension assets under the Pension Benefits Amendment Act so that no more public sector employees will be forced to retire without the full pension benefits that they earned through years of hard work on behalf of the people of Ontario.

13.       Mr. O'Toole — That, in the opinion of this House, the Province of Ontario, through the Ministry of the Environment and the Ministry of Natural Resources shall establish regulations to govern the quality and movement of commercial fill to address the creation of soil classifications, testing requirements, and a permitting and approval process for commercial fill operations.

14.       Ms. Jaczek — That, in the opinion of this House, the Ministry of Health and Long-Term Care should as soon as possible establish an advisory committee made up of affected stakeholders to investigate all possible options for encouraging and improving organ and tissue donation in Ontario. This committee should also investigate ways of improving the quality of care provided to those individuals waiting for an organ or tissue donation. Upon receiving the committee's recommendations, the Ministry of Health and Long-Term Care should then move forward with appropriate policy and legislative changes.

15.       Ms. Damerla — That, in the opinion of this House, the Ontario Ministry of Consumer Services explore the possibility of alternative forms of dispute resolution in matters between Condominium Boards and Owners.

16.       Ms. Campbell — That, in the opinion of this House, the Government of Ontario should immediately move to implement a consultative process in the North to consider changes to the Far North Act. The review's focus shall include, but not limited to, the following:

• Elimination of the provision in the Act that allows the government to arbitrarily overrule land use plans and allow development whenever the government determines that development is in "the social and economic interests" of Ontario.

• Adequate funding of First Nations land use planning.

• Implementation of provisions that allow for the creation of a joint body that would be composed of equal numbers of First Nations members and Government of Ontario officials. This joint body would advise on the development, implementation, and coordination of land use planning in the Far North as well as perform any other advisory function to which the First Nations and Minster agree.

• Serious consideration of innovations similar to those included in Quebec's Plan du Nord such as a coordinating body for public investments in the Far North and an effective resource revenue sharing model which provides for the sharing of revenues between First Nations and the Ontario government on all resource related projects in the Far North; and

That new legislation be introduced to replace the existing Far North Act upon completion of this consultative process.

17.       Mr. Arnott — That, in the opinion of this House, after the provincial budget is balanced, the Government should begin paying down the provincial debt by creating a new line item in the budget, committing to making a payment on the principal of the provincial debt of at least 2.5 percent of the program spending of that fiscal year.

18.       Mr. Smith — That, in the opinion of this House, the Legislative Assembly calls on the Ontario government to reduce red-tape by permanently eliminating one-third of Ontario's almost 400,000 pieces of regulation over the next three years.

19.       Mr. Moridi — That, in the opinion of this House, the Ministry of Health and Long-Term Care should as soon as possible establish a committee, consisting of experts to review the Healing Arts Radiation Protection Act (1990) and its regulations and make recommendations on how to modernize this Act, and bring it to the 21st century standards, so that it becomes responsive to the safety of patients, the public and to include all forms of radiation that are currently used in the health care sector for diagnostic and therapeutic purposes.

20.       Mr. O'Toole — That, in the opinion of this House, proposed Building Code amendments regarding wood frame buildings should give due consideration to input from all stakeholders in the construction industry, including Ontario's cement and steel manufacturers; and further that, in selecting construction materials, the principle of allowing experts to choose the right material for the right project shall prevail; and further ensure that in all cases/applications, public safety must be the highest priority.

21.       Mr. Moridi — That, in the opinion of this House, the Ministry of Labour should as soon as possible establish a committee, consisting of experts to review the X-Ray Safety Regulation 861 of the Occupational Health and Safety Act, and make recommendations on how to modernize this regulation, and bring it to the 21st century standards, so that it becomes responsive to the safety of workers and the public.

22.       Mr. Hillier — That, in the opinion of this House, the Canadian Charter of Rights and Freedoms should be amended to enshrine property rights for Ontarians, as follows:-

1. The following section is inserted after section 7:

7.1 (1) In Ontario, everyone has the right not to be deprived, by any Act of the Legislative Assembly or by any action taken under authority of an Act of the Legislative Assembly, of the title, use, or enjoyment of real property or of any right attached to real property, or of any improvement made to or upon real property, unless made whole by means of full, just and timely financial compensation.

(2) Subsection (1) refers to any Act of the Legislative Assembly made before or after the coming into force of this section.

2. This Amendment may be cited as the Constitution Amendment, 2012 (No Expropriation in Ontario without Compensation), and reference to the Constitution Acts, 1867 to 1982 shall be deemed to include a reference to the Constitution Amendment, 2012 (No Expropriation in Ontario without Compensation).

23.       Mr. Arnott — That, in the opinion of this House, the Minister of Transportation should announce that Alternative 4-3 of the GTA West Corridor Study, which could result in the construction of a new highway cutting through the Town of Halton Hills, has been removed from further consideration.

24.       Mr. Pettapiece — That, in the opinion of this House, the government should re-evaluate policies that negatively affect residents of rural and small-town Ontario and are a source of growing frustration in rural communities, which are key to a strong, healthy province.

25.       Ms. MacLeod — That, in the opinion of this House, Ontario's Auditor General must review the Ontario Lottery and Gaming Corporation's new gaming plans, including its revenue and expenditure projections, mental health and addictions impact and its effect on Ontario's horse racing industry and further that a referendum take place in any affected municipality where the Ontario Lottery and Gaming Corporation is proposing a new casino in order for the community to determine whether it is welcome or not.

26.       Mr. McDonell — That, in the opinion of this House, the Government should act to prevent a recurrence of the spending of $35.6 million paid to 8,700 of 8,900, or 98% of eligible managers and executives in Ontario’s Public Service as a bonus on top of their salaries during a period of fiscal restraint to avoid worsening Ontario’s fiscal crises, through the implementation of an immediate, fair and reasonable across-the-board broader public sector wage freeze, including a freeze on all bonuses paid to all public service employees, including managers and executives for a period of no less than two years, and that any employee in the broader public service who receives a bonus within the wage and bonus freeze period, as a result of contractual agreements or other reasons shall have an amount equal to said bonus reimbursed to the employer of record from their salary for the entire duration of the wage and bonus freeze.

27.       Mrs. Elliott — That, in the opinion of this House, a Select Committee should be established immediately to develop a comprehensive developmental services strategy for Ontarians; and

That in developing its strategy and recommendations, the Committee shall focus on the following issues:

- the urgent need for a comprehensive developmental services strategy to address the needs of children, youth and adults in Ontario with an intellectual disability or who are dually diagnosed with an intellectual disability and a mental illness, and to coordinate the delivery of developmental programs and services across many provincial ministries in addition to the Ministry of Community and Social Services, taking into consideration the following:

-           the elementary and secondary school educational needs of children and youth;

-           the educational and workplace needs of youth upon completion of secondary school;

-           the need to provide social, recreational and inclusionary opportunities for children, youth and adults;

-           the need for a range of available and affordable housing options for youth and adults;

-           the respite and support needs of families;

-           how government should most appropriately support these needs and provide these opportunities.

That the Committee shall have the authority to conduct hearings and undertake research, and generally shall have such powers and duties as are required to develop recommendations on a comprehensive developmental services strategy to address the needs of children, youth and adults in Ontario with an intellectual disability or who are dually diagnosed with an intellectual disability and a mental illness; and

That the committee shall present an interim report to the House no later than April 30, 2013, and a final report no later than October 31, 2013.

28.       Mr. Crack — That, in the opinion of this House, non-profit organizations serviced by private wells or other private water services should receive potable water testing services at no charge from local public health units and public health laboratories, in the same manner as rural homeowners currently receive water testing services.

29.       Ms. Thompson — That, in the opinion of this House, a moratorium should be placed on further industrial wind energy development until a comprehensive Ontario-based factual economical study into the viability and sustainability of wind power has been completed.

31.       Ms. Thompson — That, in the opinion of this House, a moratorium should be placed on further industrial wind energy development until the results of Health Canada's health study on wind turbines has been completed.

32.       Ms. Thompson — That, in the opinion of this House, a moratorium should be placed on further industrial wind energy development until a comprehensive Ontario-based factual social health study has been completed.

33.       Mr. Milligan — That, in the opinion of this House, the government should immediately reverse its decision to cancel the successful "Slots at the Racetrack" partnership with the horse industry and, instead, commit to a permanent distribution of funds that ensures that all racetracks, existing or future, shall house gaming facilities with slot machines and such other games of chance as the government may, from time to time, permit and that the proceeds, after direct operating expenses, of the slot machines and other games of chance, at each racetrack, shall be distributed on the basis of 80% for the provincial government, 10% for the horse industry, 5% for the racetrack and 5% for the host municipality.

34.       Mrs. Munro — That, in the opinion of this House, the Minister of the Environment should develop a public policy in consultation with residents, businesses, and municipalities that are affected by the disposal of commercial fill on public and private property in Ontario with a view to the ministry implementing best practices and establishing clear standards and guidelines to ensure that fill deposited poses no threat to human or environmental health.

35.       Ms. Horwath — That, in the opinion of this House, the government should delay the implementation of the Ontario Lottery and Gaming Corporation's transformation of gaming strategy until after the 2014 Ontario Municipal Elections in order to allow those municipalities who wish to undertake a referendum on the issue of being a host site for a casino in a cost effective way on the Municipal ballot, the opportunity to do so and that the government should freeze any changes to the Slots at the Racetracks partnership in order to enable the horseracing industry to continue to operate while the government engages the industry in a robust consultation with the goal of ensuring its survival, stability and growth in Ontario.

36.       Mr. Arnott — That, in the opinion of this House, the Minister of Transportation should prioritize the Highway 6 Morriston Bypass project by placing it on the Southern Highways Program, the Ministry's five-year investment plan in highway construction for Southern Ontario; and in the short term, support immediate measures to calm highway traffic through Morriston in the Township of Puslinch.
