GENERAL

1.    Appointments, orders of reference, authority, membership and general provisions – See Standing Orders 4(a),(c), 100 through 107 of the Standing Orders of the Legislative Assembly (January 2009).

2.    That Bas Balkissoon, Member for the Electoral District of Scarborough–Rouge River, be appointed Deputy Speaker and Chair of the Committee of the Whole House; that Ted Arnott, Member for the Electoral District of Wellington–Halton Hills, be appointed First Deputy Chair of the Committee of the Whole House; that Rick Nicholls, Member for the Electoral District of Chatham–Kent–Essex, be appointed Second Deputy Chair of the Committee of the Whole House; and that Paul Miller, Member for the Electoral District of Hamilton East–Stoney Creek, be appointed Third Deputy Chair of the Committee of the Whole House – July 7, 2014 [1st Session].

2.   Orders of reference, authority and general provisions – See Standing Orders 108 through 131 of the Standing Orders of the Legislative Assembly (January 2009).

3.   That, notwithstanding Standing Order 113, the following Standing Committees be appointed for the duration of the 41st Parliament and that the membership of these Committees be as follows: [See individual Committees for membership]; and

4.   That notwithstanding Standing Order 98(a), Private Members' Public Business shall not be considered on Thursday, September 15, 2016; and that the House may instead consider other business; and

      That notwithstanding Standing Order 98(g), notice for ballot items 1 through 6, inclusive, be waived; and

      That the 2016-2017 Estimates, selected for consideration in the 1st Session of the 41st Parliament by the Standing Committee on Estimates in its report to the House dated April 7, 2016, be deemed to have been selected by the Committee in the 2nd Session of the 41st Parliament, following the re-tabling of these Estimates by the Ministry of Finance; and

      That the Committee resume consideration of these Estimates at the same stage of progress as at prorogation of the 1st Session of the 41st Parliament; and

      That the Standing Committee on Social Policy be authorized to meet for up to 4 hours of public hearings on the legislative and regulatory barriers and burdens facing service clubs in Ontario, to be completed no later than October 31, 2016 during its regularly scheduled meeting times; and

      That the following Bill, introduced in the 1st Session of the 41st Parliament be reinstated forthwith on the Orders and Notices Paper at the same stage of progress as at the prorogation of the 1st Session of the 41st Parliament:

      Bill 64, An Act to amend the Ministry of Training, Colleges and Universities Act and the Employment Standards Act, 2000; and

      That the Standing Committee on the Legislative Assembly be authorized to meet for up to 4 hours of public hearings on the Bill to be completed no later than October 31, 2016 during its regularly scheduled meeting time – September 13, 2016.

5.   That the following changes be made to the membership of the following Committees: On the Standing Committee on Estimates, Mr. Delaney replaces Mr. Crack, Mr. Dickson replaces Mr. Thibeault, and Miss Taylor replaces M. Mantha; On the Standing Committee on Finance and Economic Affairs, Mr. Rinaldi replaces Mrs. Albanese; On the Standing Committee on General Government, Mr. Baker replaces Ms. McMahon; On the Standing Committee on Justice Policy, Mr. Colle replaces Ms. Naidoo-Harris, and M. 6.   That, pursuant to Standing Order 47 and notwithstanding any other Standing Order or Special Order of the House relating to Bill 13, An Act in respect of the cost of electricity, when the Bill is next called as a Government Order, the Speaker shall put every question necessary to dispose of the Second Reading stage of the Bill without further debate or amendment and at such time the Bill shall be ordered referred to the Standing Committee on Justice Policy; and

      That the Standing Committee on Justice Policy be authorized to meet on Monday, October 3, 2016, from 8:00 a.m. to 10:00 a.m. and from 4:00 p.m. to 6:00 p.m. for the purpose of public hearings on the Bill; and

      That the Clerk of the Committee, in consultation with the Committee Chair, be authorized to arrange the following with regard to Bill 13:

·         Notice of public hearings on the Ontario Parliamentary Channel, the Legislative Assembly's website and Canada NewsWire; and

·         That the deadline for requests to appear be 3:00 p.m. on Friday, September 30, 2016; and

·         That witnesses be scheduled to appear before the Committee on a first-come first-served basis; and

·         That each witness will receive up to 5 minutes for their presentation followed by 9 minutes for questions from Committee members; and

·         That the deadline for written submissions be 6:00 p.m. on Monday, October 3, 2016; and

      That the deadline for filing amendments to the Bill with the Clerk of the Committee shall be 4:00 p.m. on Thursday, October 6, 2016; and

      That the Committee be authorized to meet on Wednesday, October 12, 2016 from 10:30 a.m. to 2:30 p.m., for the purpose of clause-by-clause consideration of the Bill; and

      On Wednesday, October 12, 2016 at 1:00 p.m., those amendments which have not yet been moved shall be deemed to have been moved, and the Chair of the Committee shall interrupt the proceedings and shall, without further debate or amendment, put every question necessary to dispose of all remaining sections of the Bill and any amendments thereto. At this time, the Chair shall allow one 20-minute waiting period pursuant to Standing Order 129(a); and

      That the Committee shall report the Bill to the House no later than Monday, October 17, 2016. In the event that the Committee fails to report the Bill on that day, the Bill shall be deemed to be passed by the Committee and shall be deemed to be reported to and received by the House; and

      That, upon receiving the report of the Standing Committee on Justice Policy, the Speaker shall put the question for adoption of the report forthwith, and at such time the Bill shall be ordered for Third Reading, which Order may be called that same day; and

      That, when the Order for Third Reading of the Bill is called, 1 hour of debate shall be allotted to the Third Reading stage of the Bill, apportioned equally among the recognized parties. At the end of this time, the Speaker shall interrupt the proceedings and shall put every question necessary to dispose of this stage of the Bill without further debate or amendment; and

      The votes on Second and Third Reading may be deferred pursuant to Standing Order 28(h); and

      That, in the case of any division relating to any proceedings on the Bill, the division bell shall be limited to 5 minutes – September 28, 2016.

7.   That the Order of the House dated Wednesday, September 28, 2016 relating to Bill 13, An Act in respect of the cost of electricity, be amended as follows:

      That in the fourth paragraph, the words "4:00 p.m. on Thursday, October 6, 2016" be struck out and replaced with "12:00 noon on Tuesday, October 11, 2016" and;

      That in the fifth paragraph, the words "Wednesday, October 12, 2016 from 10:30 a.m. to 2:30 p.m." be struck out and replaced with "Monday, October 17, 2016 from 2:00 p.m. to 6:00 p.m." and;

      That in the sixth paragraph, the words "Wednesday, October 12, 2016 at 1:00 p.m." be struck out and replaced with "Monday, October 17, 2016, at 4:00 p.m.," and;

      That in the seventh paragraph, the words "Monday, October 17, 2016" be struck out and replaced with "Tuesday, October 18, 2016." – October 3, 2016.

8.   That the following changes be made to the membership of the following Committees: On the Standing Committee on Finance and Economic Affairs, Mrs. Martins replaces Ms. Vernile; and On the Standing Committee on Justice Policy, Ms. Vernile replaces Mrs. Martins – October 4, 2016.

9.   That, pursuant to Standing Order 47 and notwithstanding any other Standing Order or Special Order of the House relating to Bill 37, An Act to amend the Early Childhood Educators Act, 2007, and the Ontario College of Teachers Act, 1996, when the Bill is next called as a Government Order, the Speaker shall put every question necessary to dispose of the Second Reading stage of the Bill without further debate or amendment and at such time the Bill shall be Ordered referred to the Standing Committee on Finance and Economic Affairs; and

      That the Standing Committee on Finance and Economic Affairs be authorized to meet on Thursday, October 27, 2016, from 9:00 a.m. to 10:15 a.m. and from 2:00 p.m. to 6:00 p.m. for the purpose of public hearings on the Bill; and

      That the Clerk of the Committee, in consultation with the Committee Chair, be authorized to arrange the following with regard to Bill 37:

      That on Thursday, November 3, 2016 at 4:00 p.m., those amendments which have not yet been moved shall be deemed to have been moved, and the Chair of the Committee shall interrupt the proceedings and shall, without further debate or amendment, put every question necessary to dispose of all remaining sections of the Bill and any amendments thereto. At this time, the Chair shall allow one 20-minute waiting period pursuant to Standing Order 129(a); and

      That the Committee shall report the Bill to the House no later than Monday, November 14, 2016. In the event that the Committee fails to report the Bill on that day, the Bill shall be deemed to be passed by the Committee and shall be deemed to be reported to and received by the House; and

      That, upon receiving the report of the Standing Committee on Finance and Economic Affairs, the Speaker shall put the question for adoption of the report forthwith, and at such time the Bill shall be Ordered for Third Reading, which Order may be called that same day; and

      That, when the Order for Third Reading of the Bill is called, 2 hours of debate shall be allotted to the Third Reading stage of the Bill, apportioned equally among the recognized parties. At the end of this time, the Speaker shall interrupt the proceedings and shall put every question necessary to dispose of this stage of the Bill without further debate or amendment; and

      The votes on Second and Third Reading may be deferred pursuant to Standing Order 28(h); and

      That, in the case of any division relating to any proceedings on the Bill, the division bell shall be limited to 5 minutes – October 20, 2016.

10. That, notwithstanding Standing Order 60, the Standing Committee on Estimates consider the 2016-2017 Estimates of the Ministry of Agriculture, Food and Rural Affairs following Routine Proceedings on Tuesday, October 25, 2016; and,

      That on Wednesday, October 26, 2016, the Standing Committee on Estimates meet at 3:00 p.m. to resume consideration of the 2016-2017 Estimates of the Ministry of Energy, and is authorized to meet beyond 6:00 p.m. until completion.

      That upon completion of consideration of the 2016-2017 Estimates of the Ministry of Energy, the Committee shall resume consideration of the 2016-2017 Estimates of the Ministry of Agriculture, Food and Rural Affairs, at its next regularly scheduled meeting – October 24, 2016.

11. That, notwithstanding Standing Order 71(d), bills currently standing in the name of the Attorney General may be considered in the House and in Committee at the same time – October 31, 2016.

12. That the Orders for Second and Third Reading of Bill 55, An Act to proclaim Remembrance Week and to provide for the observance of Remembrance Day be immediately called, and the questions be put on the motions for Second and Third Reading without debate or amendment. – November 2, 2016.

13. That the Standing Committee on the Legislative Assembly be authorized to meet from 9:00 a.m. to 10:15 a.m. on Monday, November 14, and Monday, November 21, 2016 for the purpose of public hearings on Bill 41, An Act to amend various Acts in the interests of patient-centred care; and

      That the Standing Committee on Finance and Economic Affairs be authorized to meet during the winter adjournment for up to 7 days to conduct the 2017 Pre-budget Consultations and for up to 3 days for report writing.

14. That, notwithstanding the Order of the House of July 16, 2014 respecting meeting times for committees, the Standing Committee on the Legislative Assembly shall be authorized to meet, in addition to its regular meeting time, on:

•     Wednesday, November 16, 2016 from 3:00 p.m. to 3:45 p.m. and from 6:00 p.m. to 8:00 p.m.; and

•     on Monday, November 21, 2016 from 6:00 p.m. to 8:00 p.m.; and

•     on Wednesday November 23, 2016 from 3:00 p.m. to 3:45 p.m.

for the purpose of public hearings.

 

15. That, with respect to Bill 7, An Act to amend or repeal various Acts with respect to housing and planning, the Standing Committee on Social Policy be authorized to meet on Monday, November 28, 2016 from 2:00 p.m. to 8:00 p.m. for the purpose of public hearings; and

      That the deadline for requests to appear be Friday, November 25, 2016 at 5:00 p.m.; and

      That the deadline for amendments to be filed with the Clerk of the Committee, be Wednesday, November 30, 2016 at 5:00 p.m.; and

      That the Standing Committee on Social Policy meet on Monday, December 5, 2016 from 2:00 p.m. to 8:00 p.m. for the purpose of clause-by-clause consideration of Bill 7; and

      That on December 5, 2016 at 4:00 p.m., those amendments which have not yet been moved shall be deemed to have been moved, and the Chair of the Committee shall interrupt the proceedings and shall, without further debate or amendment, put every question necessary to dispose of all remaining sections of Bill 7 and any amendments thereto. At this time, the Chair shall allow one 20-minute waiting period pursuant to Standing Order 129(a); and

      That the Committee shall report Bill 7 to the House no later than Tuesday, December 6, 2016; and

      That in the event that the Committee fails to report Bill 7 on that day, the Bill shall be deemed to be passed by the Committee and shall be deemed to be reported to and received by the House; and

      With respect to Bill 45, An Act to amend certain Acts with respect to provincial elections, that the Standing Committee on General Government be authorized to meet on Monday, November 28, 2016 from 2:00 p.m. to 6:00 p.m. for the purpose of public hearings on the Bill; and

      That the deadline for amendments to be filed with the Clerk of the Committee be Wednesday, November 30, 2016 at 5:00 p.m.; and

      That the Standing Committee on General Government be authorized to meet on Monday, December 5, 2016 from 2:00 p.m. to 6:00 p.m. for the purpose of clause-by-clause consideration of Bill 45; and

      That at 4:00 p.m. on December 5, 2016, those amendments which have not yet been moved shall be deemed to have been moved, and the Chair of the Committee shall interrupt the proceedings and shall, without further debate or amendment, put every question necessary to dispose of all remaining sections of Bill 45 and any amendments thereto. At this time, the Chair shall allow one 20-minute waiting period pursuant to Standing Order 129(a); and

      That the Committee shall report Bill 45 to the House no later than Tuesday, December 6, 2016; and

      That in the event that the Committee fails to report Bill 45 on that day, the Bill shall be deemed to be passed by the Committee and shall be deemed to be reported to and received by the House; and

      That, upon receiving the report of the Standing Committee on General Government, the Speaker shall put the question for adoption of the report forthwith, and at such time Bill 45 shall be ordered for Third Reading, which Order may be called that same day; and

16. That the Order of this House from this morning, Thursday, November 24, 2016 be amended by striking out the following:

      "That the deadline for requests to appear be Friday, November 25, 2016 at 5:00 p.m."

      And be replaced with

      "That the deadline for requests to appear be Friday, November 25, 2016 at 12:30 p.m.; and

      That, should the hearings be oversubscribed, the Clerk of the Committee provide a list of all interested presenters to the sub-committee following the deadline for requests by 1:00 p.m.; and

      That each sub-committee member, or their delegate, provide their selections of witnesses based on the list of interested presenters received from the Clerk of the Committee by 3:00 p.m. on Friday, November 25, 2016."

17. That, the  Order of the House dated September 29, 2016, referring Bill 9, An Act to amend the Ministry of Health and Long-Term Care Act, be referred to the Standing Committee on Social Policy be discharged; and

      That the Order of the House of dated October 27, 2016, referring Bill 47, An Act to amend the Consumer Protection Act, 2002 with respect to rewards points, to the Standing Committee on Justice Policy be discharged; and

      That both Bills 9 and 47 be instead referred to the Standing Committee on Regulations and Private Bills; and

      That the Standing Committee on Regulations and Private Bills be authorized to meet from 4:00 p.m. to 5:00 p.m. on Tuesday, November 29, 2016 for public hearings on Bill 47 and from 5:00 p.m. to 6:00 p.m. for the purpose of clause-by-clause consideration on the Bill; and

      That the Standing Committee on Regulations and Private Bills be authorized to meet from 4:00 p.m. to 5:00 p.m. on Wednesday, November 30, 2016 for public hearings on Bill 34, An Act to amend the Children's Law Reform Act with respect to the relationship between a child and the child's grandparents, and from 5:00 p.m. to 6:00 p.m. for the purpose of clause-by-clause consideration on the Bill; and

      That the Standing Committee on Regulations and Private Bills be authorized to meet from 4:00 p.m. to 5:00 p.m. on Thursday, December 1, 2016 for public hearings on Bill 9, and from 5:00 p.m. to 6:00 p.m. for the purpose of clause-by-clause consideration on the Bill; and

      That the Clerk of the Committee, in consultation with the Committee Chair, be authorized to arrange the following with regard to Bills 9, 34, and 47:

      •     Notice of public hearings on the Ontario Parliamentary Channel, the Legislative Assembly's       website and Canada NewsWire; and

      •     That the deadline for requests to appear at public hearings on Bill 47 be noon on Monday,       November 28, 2016; and

      •     That the deadline for requests to appear at public hearings on Bill 34 be noon on Tuesday,       November 29, 2016; and

      •     That the deadline for requests to appear at public hearings on Bill 9 be noon on Wednesday,       November 30, 2016; and

      •     That the Clerk of the Committee provide a list of all interested presenters to the sub-committee by       1:00 p.m. on the day of the deadline for requests to appear for each of Bill 9, 34, and 47; and

      •     That the Clerk of the Committee be authorized to schedule all interested presenters, if all requests       received by the deadline can be accommodated, and

      •     That each member of the sub-committee or their designate provide the Clerk of the Committee a       prioritized list of presenters chosen from the Clerk's list, should the number of requests exceed       the number of time slots available by 4:00 p.m. on the day of the deadline for requests to appear;       and

      •     That each witness receive up to 4 minutes for their presentation followed by 6 minutes for       questions from Committee members; and

      •     That the Committee may agree to allow presenters greater time for presentations in the event       public hearings are undersubscribed on that day; and

      •     That the deadline for written submissions be 5:00 p.m. on the day of the public hearings on Bill 9,       34, or 47; and

      That the Committee shall report Bills 9, 34, 47 to the House by no later than Monday, December 5, 2016; and

      That in the event that the Committee fails to report any of the Bills on that day, such Bills shall be deemed to be passed by the Committee and shall be deemed to be reported to and received by the House; and

      That upon receiving the report of the Standing Committee on Regulations and Private Bills, the Speaker shall put the question for adoption of the report forthwith, and at such time the Bills shall be ordered for Third Reading, which Order may be called that same day.

18. That, when Orders of the Day is called this afternoon, the Orders for Second Reading on Bill 43, An Act to proclaim PANDAS/PANS Awareness Day, and Bill 63, An Act to proclaim Nurse Practitioner Week, shall be called and considered consecutively and that the questions on the motions for Second Readings of the Bills be put immediately without debate or amendment, and that the Bills be ordered for Third Reading.

19. Ordered, That the Standing Committee on the Legislative Assembly be authorized to meet from 3:00 p.m. until completion on Wednesday, November 30, 2016, for the purpose of clause-by-clause consideration of Bill 41; and

      That at 5:30 p.m. on Wednesday, November 30, 2016, those amendments which have not yet been moved shall be deemed to have been moved, and the Chair of the Committee shall interrupt the proceedings and shall, without further debate or amendment, put every question necessary to dispose of all remaining sections of the Bill and any amendments thereto.       That the Standing Committee on Finance and Economic Affairs be authorized to meet on Thursday, December 1, 2016, from 1:00 p.m. to 6:00 p.m. for the purpose of public hearings on the Bill; and

      That the Clerk of the Committee, in consultation with the Committee Chair, be authorized to arrange the following with regard to Bill 70:
